European Affairs

Among the main functions of the European Affairs Unit are to:

  • coordinate the overall preparation for the participation of the Minister of Labour and Social Policy and/or the relevant Deputy Ministers in meetings of the Council of the European Union (EU) on Employment, Social Policy, Health and Consumer Affairs (Employment and Social Policy format), in informal ministerial meetings, conferences and other EU forums;
  • organize and hold briefings in connection with the forthcoming participation of the Minister of Labour and Social Policy in meetings of the Council of the European Union before the diplomatic missions of the Member States in Bulgaria or to send information about the Bulgarian position by e-mail.
  • manage and administer the activities of Working Group 13 “Social Policy and Employment” of the Council for European Affairs;
  • participate in the work of the Council for European Affairs as a representative of the Ministry;
  • coordinate and provide expert assistance in the development of positions, framework positions and guidelines for the meetings of the Working Group on Social Affairs;
  • coordinate and assist the preparation of the necessary information in the event of an initiated infringements procedures for failure to fulfil the obligations under EU Law pursuant to Articles 258 and 259 of the Treaty on the Functioning of the European Union;
  • participate in working groups for drafting regulations, strategic documents and measures for better implementation of European Union acts and policies in the field of social policy and employment;
  • maintain direct contacts with the representatives of the Ministry at the Permanent Representation of the Republic of Bulgaria to the European Union
  • make a prior notification in the THEMIS National Enforcement Measures Notification System for transposing measures of EU legislation within the competence of the Ministry;
  • organize, coordinate and participate in the activities related to the process of accession of the Republic of Bulgaria to OECD; manage and administer the activities of an interdepartmental working group to carry out the technical review by the Employment, Labour and Social Affairs Committee of OECD.
