The Employment, Social Policy, Health and Consumer Affairs Council (EPSCO Council) includes the ministers of all EU Member States responsible for employment, social affairs, health and consumer policy. The relevant members of the European Commission also take part in the meetings of the Council. The Minister of the Member State chairing the Council chairs the meetings.
Usually, the EPSCO Council meets four times a year, and each Presidency of the Council also organises informal ministerial meetings on essential topics.
The Council takes its decisions by simple majority, qualified majority or unanimity, depending on the legal basis of the document under discussion.
The Council is assisted by preparatory bodies such as the Employment Committee and the Social Protection Committee.
