Danail Rusev holds a Master's degree in Public Finance and a Bachelor's degree in Industrial Economics from the University of National and World Economy. He has completed specialized training programmes at the European Institute of Public Administration (EIPA) in Brussels and Maastricht in the fields of cohesion policy and the management of European funds.

As Deputy Minister of Labour and Social Policy, Danail Rusev is responsible for labour market policies. His portfolio includes employment policies, workforce skills development and training, as well as the management of European programmes and instruments in the social sector.

He has more than 15 years of professional experience in active labour market policies, the management of European funds, and the development of social policies. His entire professional career has been associated with the Ministry of Labour and Social Policy and the Employment Agency.

From 2016 until his appointment as Deputy Minister, he served as a State Expert in the Managing Authority of the Human Resources Development Programme at the Ministry of Labour and Social Policy. As part of his responsibilities, he oversees the monitoring, verification, and administrative control of projects under the Human Resources Development Programme 2021-2027, co-financed by the European Social Fund Plus (ESF+) and the Recovery and Resilience Facility (RRF). His work focuses on training and reskilling measures, the enhancement of digital skills, the integration of vulnerable groups, and the modernization of labour market policies.

He participates in the development of strategic documents and new funding procedures aligned with national priorities, the European Pillar of Social Rights, and the European Youth Guarantee. He also plays an active role in the implementation of Bulgaria’s National Recovery and Resilience Plan and in the preparation of the country's Social Climate Plan.

From 2011 to 2016, he worked at the Employment Agency as an expert in the Quality Management Department, where he was involved in the management of public procurement procedures and projects related to training, employment, and social inclusion.
