The monthly support for raising children with permanent disabilities, received by families of relatives or friends and by voluntary foster families, will be equal to those granted to parents and adoptive parents. This is provided in the changes of the Family Support for Children Act, which is to be considered at the first reading in the Parliament. The aim is for the families of relatives or friends and voluntary foster families to receive more adequate support in case they are raising children with permanent disabilities.

For the sake of equality, it is proposed to deduct the amount of the monthly financial support under the Child Protection Act, if the families receive such, from the amount of the support for the families of relatives or friends and voluntary foster families when the child accommodated has at least 90 cent type and degree of disability or degree of permanently reduced working capacity. These are the monthly support benefits and the allowances for children with permanent disabilities.

In 2021, 172 million BGN are provided for payment of monthly support for raising children with permanent disabilities under the budget of the Ministry of Labour and Social Policy for a total of 27,000 children on average per month.

According to the State Budget Act for 2021, the amount of the monthly support for raising children with permanent disabilities with at least 90 percent type and degree of disability or degree of permanently reduced working capacity is 930 BGN. For children with type and degree of disability or degree of permanently reduced working capacity between 70 and 90 percent, the monthly support is 450 BGN, and for children with type and degree of disability or degree of permanently reduced working capacity between 50 and 70 percent – 350 BGN.
