National Council for People with Disabilities approved a Draft Ordinance for inclusion in the personal assistance mechanism



The National Council for People with Disabilities approved a Draft Ordinance for inclusion in the personal assistance mechanism at a meeting held on 27 June in the Ministry of Labour and Social Policy. The document was prepared in accordance with Article 17 of the Personal Assistance Act. The Ordinance regulates the procedure for ex-ante control, ongoing control over the implementation of the provision of personal assistance mechanism and subsequent evaluations of the implementation. It also regulates the conclusion, modification and termination of the agreement for the provision and use of personal assistance between the user, the assistant and the personal assistance provider, as well as the fulfilment of the labour relations in compliance with the requirements of the labour legislation.

 

At the meeting, Minister of Labour and Social Policy, Biser Petkov presented data on the process of preparing an individual evaluation of the needs of people with disabilities. For the period from 1.04 to 15.06.2019, 65,663 applications for individual assessment were submitted. In 3,376 of these, there is a need to provide a personal assistant. Directions for receiving personal assistance have already been issued to 1,445 people.

 

At its meeting, the National Council for People with Disabilities also approved the Draft Ordinance on the conditions and procedure for implementation and control of the activities related to provision and repair of aids, devices, equipment and medical devices for people with disabilities, as well as the draft of the Ordinance of the Sofia Municipality to amend and supplement the Ordinance on the provision of the social services “Assistants for Independent Living”.
