The first national report of Bulgaria on the implementation of the obligations under the UN Convention on the Rights of Persons with Disabilities was presented during the 20-th session of the Committee on the Rights of Persons with Disabilities. The forum was organized on 3th and 4th September in Geneva, Switzerland.
The Bulgarian delegation was led by the Executive Director of the Agency for People with Disabilities, Mr. Mincho Koralski. There were representatives of the Ministry of Labour and Social Policy, Ministry of Education and Science, Ministry of Justice, Ministry of Regional Development and Public Works, Ministry of Foreign Affairs, and Permanent Mission of Bulgaria in Geneva in the delegation.
In his speech, Mr. Mincho Koralski underlined that the report is prepared in a transparent manner with the active participation of all authorities and institutions, dealing with human rights, including non-governmental organizations. The adaptation of the Bulgarian legislation to the requirements of the Convention on the Rights of Persons with Disabilities is a long process and its implementation suggests the active involvement and cooperation with non-governmental organizations and persons with disabilities at each stage of planning of measures, their discussion, acceptance, implementation and monitoring, was added by him.
In order to improve the quality of life of people with disabilities, to prevent disability discrimination, to guarantee their full and active involvement in all areas of the public life and encouragement of the respect of their rights, the National Strategy for Persons with Disabilities 2016-2020 is accepted and implemented in all policies. The document is prepared, following the national commitments about the implementation of the Convention, also said Mr. Mincho Koralski.
