As a member of the European Union, Bulgaria is part of the common European efforts to create a functioning and modern vision of a social Europe taking into account the challenges of poverty and social exclusion. In the context of the European Semester and the Open Method of Coordination (OMC) in the field of social inclusion and social protection, MLSP participates in various formats at the European level as well as in the development and presentation of National Social Reports, questionnaires, positions and opinions on social inclusion. An essential aspect of the policy of social inclusion is the participation in the development and reporting of the National Reform Programme and in the development of the national position on specific recommendations to member states in the field of poverty reduction and promoting social inclusion within the European Semester.
A key document containing the vision, priority areas and actions for policymaking in the field of poverty and social exclusion in Bulgaria by 2020 is the National Strategy for Reducing Poverty and Promoting Social Inclusion, 2020, adopted by the Council of Ministers on February 6, 2013. The strategy is based on a National target to reduce the number of people living in poverty (by 260 000 by 2020) and it’s formulated four sub-targets aimed at children, the unemployed, the working poor and the elderly. As a body for coordination, cooperation and consultation in the development, implementation, monitoring and evaluation of state policy in the field of social inclusion, the main functions of the National Council on Social Inclusion at the Council of Ministers are associated with formulating proposals for the design of projects strategies, programs, action plans and other strategic documents, as well as with providing opinions on draft strategic documents in the field of social inclusion.
