IVAN PENEV
Chief Secretary of the MLSP
Manages, coordinates and controls the
functioning of the administration by:
-
representing the Ministry in cases
when he is explicitly authorized to do so by the
Minister, on issues related to the functioning of the
administration;
-
organizing the distribution of
assignments to be implemented between the administrative
units within the Ministry;
-
developing appropriate conditions for
the normal and efficient functioning of the Ministry’s
units;
-
implementing the general control over
the execution of the assigned tasks;
controlling and bearing the responsibility for working with
and storing of documents and preserving the official
secrecy.

Ivan Penev was born on 10
January 1952 in Montana. He graduated in Automatics,
Telemechanics and Railway Communications in Moscow, and
later received a Master’s degree in Law from the New
Bulgarian University.
In the period between 2001
and 2005 he worked as a lawyer in the Sofia College of
Barristers, engaging in matters related to procedure
representation in the field of trade, contractual, estate,
labour and administrative relations, as well as rendering
legal advice in the area of management of public
institutions, bodies of local self-governance and
enterprises.
His working biography is
bound to enterprise management, selection, training and
development of human resources, social process management.
Ivan Penev specializes in
the field of Bulgarian and comparative civil law,
administrative law and administrative procedure, labour law
and general conditions for international competence of
Bulgarian courts and recognition of foreign courts’
verdicts.
He has published specials
in the field of youth policy, theory and practice of
training, scientific organization of labour, management and
guidance of innovation processes.
He speaks Russian, German and English. |
